Sadow wouldn't kill Ragnos on his deathbed because he might lose political power and fear devotees seeking revenge. He was struggling for power with Kreshh, and couldn't afford to lose any support, especially if the competition (Ragnos) was about to die anyway.

It was stated that the star destroyer was the most powerful ship in the galaxy when it was made. It couldnt blow up a planet much less a star. Naga just closed his hand and the star blew up. Every sith killed the DLOTS when they had the chance. There would be no loss of support. These are sith lords not politicians. There is no democracy. it is an empire where the strongest rules. Yes if he becomes DLOTS Ludo would instantly challange him but he would take that risk to get the power. He just never was strong enough.

He was too busy fighting with Ludo to challenge Ragnos. And the ship itself didn't destroy the star it assisted Sadow in blowing it up by channeling his power. Oh and he didn't challenge him on his deathbed because he was already dying.
