Is it true that C'Boath was originally meant to be an insane clone of Obi-Wan?

According to the 'behind the scenes' informtaion, on C'baoth, in the Star Wars Databank on the Official Site. C'baoth was originally an insane clone of Obi-wan, but as mentioned Lucasfilm dissaproved of this, so Jorus C'baoth was created instead.
