Galactus wins here under any circumstances. a galactus at 1% of full power still has the ultimate nullifier- the JLA, DC earth, and the entire DCU timeline is erased in a heartbeat if he chooses to use it.

Expanding his search for viable worlds to include alternate dimensions, Galactus locates one bristling with his life energy: DC’s Earth. Entering its atmosphere, Galactus begins constructing the machinery needed to consume the planet’s life force. The Justice League-their attempts at communication ignores-surmise what he’s planning and leap into action. Moving at superhuman speed, the Flash creates a vortex to suck the air away from the alien, only to be hammered by the giant’s eye beams. Green Lantern unleashes a massive blast aimed at Galactus’ machinery, only to have the emerald energy turned back upon the ring wielder. The League tastes defeat, and it all goes according to plan.
While the League distracts Galactus and forces him to use more of his precious energy, the Martian Manhunter gently probes his mind. Sending a soft telepathic message to his teammates, the League refocuses their attack. Superman, Wonder Woman, and Plastic Man hammer the armor that keeps his ferocious life energies in check. The Flash, pushing himself to the limits of the Speed Force, engages the guerilla tactic hit-and-runs on Galactus’ equipment, sabotaging it in hundreds of different locations. Reeling from the attack, Galactus abandons his machinery and begins to sink into the Earth, ready to take the planet’s life energy directly. But that’s when the past comes back to haunt him: hundreds of emerald faces-all those he knew and loved back when he was simply Galan of Taa-appear before him, and Galactus hesitates, his lips mouthing the names of those long gone. Green Lantern, his mind joined by that of the Martian Manhunter shapes Galactus’ long-dead memories to life while Superman and Wonder Woman deliver a devastating dual blow to Galactus’ helmet. His armor compromised, the energies within Galactus consume him. “Now!” screams the telepathic cry of the Manhunter, and an emerald siphon channels what was once Galactus into space, where the raw life energy revitalizes all the planetoids it touches. “We did it.” Says the Flash as he catches Green Lantern’s unconscious body, “but at what cost” We had to kill him.” No…” replies the Manhunter, watching the last of the energy disperse, “…we freed him.”
