That much is true. The problem, however, is, that Martin is telling a really epic fantasy tale and takes his time with it. The books certainly benefit from his attention towards detail, but that might lead to the series running out of a story to tell when season 5 or 6 is finished...

Littlefingers pretty much the smartest guy in the series so far and he certainly acts like he wants to be on it. Dunno about Bran. I was a little drunk. Though he is King of the North at the moment.

Littlefinger is rather smart, yes. He's one of the few real players in the Game of Thrones. In fact, you won't learn how much of a manipulator he is until season four, if they keep to the books. It's pretty astonishing how he totally manouvers his way to some higher positions in the country.
There are different characters though, that have a better chance ending on the iron throne, as you will probably find out in the future. Not because they are smarter, but because they have a stronger claim to the seat or the better chances to emerge victorious from actual conflicts.

And I think you're talking about Robb. Bran is the boy that got thrown out of the window in the beginning of the series.
