You can get more on Makeb though, and you obviously do get quest rewards that are still likely alot better than what you're using. Also really check the trade network. You can get good equipment there. Level 132 blues are usually up for sale in my experience.

Makeb commendation vendor for level 50/55 opening mods/armorings/ect.

Then you either save up Basic commendations for Entry-level 55 gear, or run HM Flashpoints to gear for 55 HM Flashpoints. Then 55 HM FP gear is entry-level for SM 55 Ops.

Or just bypass it all, go to Oricon and get 5 pieces of 156 (66s mods, armoring ect.) for doing the intro questline. That puts you in range for pretty much every Operation at story mode, and a couple for hard mode. Then it's a case of getting Elite and Ultimate commendations for the 69/72/78 gear, along with 55 Operations.

Something of note though, you can't get a really good mainhand unless it drops in an Operation, and a good off-hand will costs comms.

I leveled a new agent to 18 and a new Jedi Consular to 13 during the event, and that's only playing a few of the days a few hours at night. If I had shittons of time to just marathon I'd have Act II characters right now.
