Regarding regular bears:

Technically, PCs get to roll (or, in point-buy, assign), and Bears would be -8 Int, -4 Cha, +2 Wis on the mental stats. Even using the non-elite array you could get a functional PC

And consider the possibility of an awakened bear who rolled very well on its 3d6 INT generation.

Frankly though... How did he make this bear PC? I am pretty sure there are no rules for it, and more importantly their intelligence is capped at like a 2, unless it's an animal companion, but if it's an animal companion it can't take levels in bluff. This sounds like a case of outright breaking the rules.

In a really high fantasy setting? Eh, maybe.

In a GoT esque low fantasy one? No, lol.

Give the bear human levels of intelligence. If his being held back isn't actually merely compensating for his physical advantage, hold him back less or not at all. Who cares, its clearly a humorous character so don't take it so srs.

If you let a bear start off even with normal characters, then everyone else is going to suck in comparison, lol.

Well, any other martial characters. Mages will be fine.

Well, the point of the posted joke that started this discussion was that a player was essentially getting over on their GM by abusing game mechanics to pull off something that was dumb but mechanically possible.

What's been established is that what the player thought was mechanically possible really... isn't. The GM would have to house-rule and make exceptions in order for a bear PC to work in a standard game of DnD. In short...
