For all his undoubted physical power, Vader had never been more than a blunt instrument, with no real understanding of the truth of the Dark, nor the uses of real power. He had been, all in all, only a thug with a lightsaber... and as it proved, a weakhearted, emotionally crippled, impulsively treasonous thug at that.

How ? Maul doesn't need to Sidious, he could rule his galactic underworld if not for Sidious. On the other hand Vader was nothing without Sidious, actually if Sidious was dead Vader would turn to the light side after some point, Sidious was Vader's dark side motivation and encouragement.
