I'm trying to place him and since I have his power level and I know he has no physical feats aside from matching Ludo in combat and creating a single afterimage I need to know how fast he's able to react.

It's not really an opinion. Once you get to the Dooku stage or above, you're not getting speedblitzed by mortals if combat-ready, that's absurd.
