Wither may be referring to his 'prime' as a character, not necessarily as a combatant.
Also, I don't think there's any definitive statements saying Maul has atrophied. At most Witwer has said in a Rebels Recon that Maul presents himself as frail, and that some of that presentation to Ezra may be true (or something along those lines).

I think logically speaking he must has physically atrophied, but I'm not seeing an proof to a considerable extent. He appears physically less muscled, but that could just be animation style tbh.
