I personally think wally would waste him in a footrace. But, if superman was flying that's a different story.

the Flash would win. why would you have a character in your universe who you claim is the fastest man alive, and give him them powers only to have him beaten in a race?

A: He is faster then him
B: Hes faster than his heat vision
C: He can vibrate through even HIS dense skin
