The referees are placed in random positions throughout the facility. The participants don't know where and cannot find them. (That's not a rule it's a fact)
The referees have one ability and one ability only. The ability to disqualify. As soon as one of the participants is disqualified they are kicked out of the competition. Game over. There is no way to nullify it's effects unless a ref argues with another ref. That is the only way.
