We haven't even seen Ocelot's prime. He got punked by Big Boss, and in his other appearance he got his hand sliced off by Fox. In any case I think the only way Shalashaska has a chance is if he had the gizmo the patriots gave him in Sons of Liberty. Then again even that wouldn't make a difference.
