Street level can mean lots of things. They can be peak human or people with low level superhuman strength who are well adjusted to fight others in the same classification.
Unless you see the crow casually punching craters, smacking superhuman foes, lifting objects weighing in several tons, etc, he shouldn't be classified any higher. Just like deadpool, wolverine, etc, however, he has specific power(s) that sets him apart from normal street levellers.

Actually Todd created Spawn when he was 16 or 17. Which is about 1977 or 1978. He made a 30 page book in High School. He said few just a good things have changed sense then. But after he left Marvel he was looking for characters to start something with and he ran across Spawn again in 1991. June 1992 was when Spawn was being sold in the comic book stores. Issue #001 sold 1.8 Million which is still the record for independent comic book.
Last I checked Thanos can travle through dimensions. So even if Crow had a power to send him to hell he would simply come right back.
During the HOTU Thanos had to endure te pain of being ripped apart molecule by molecule as well as having his mind torn at to abosorb the HOTU. The crow's fake Penance stare probably wouldn't even make him blink.
I don't even know how this can even be considered a thread.
