Plastic holds no Magnetic charge , therefore it isn't Magnetic . Doom has DE-MAGENTISED his armour. It doesn't Hold a Magnetic charge.
Pittman is saying that Doom's armour may as well be plastic.

Also some sentinels have hyper strong plastic armour.

as far as manipulating Doom directly it won't work. Magneto would have to basically use his surroundings to defeat doom. The iron in your blood and the whole worldly EMP are also good choice.
