I don't know if it's true or not, but I think Draco said Zoom's powers are basically him living in a world where time has stopped and he moves at lightspeed around the world even while time is stopped. If it's true, nothing can beat him.

Zoom wins, a non-jobbing Zoom is everywhere and anywhere and would take them out even before their next heart beat.
