I would guess getting confirmation by Raz on the tag line itself or on whether we'll use like the top 3 tags or not...and then I'm guessing we start submitting designs.

That's the plan. I think that it would be best to let anyone who wanted to design a shirt use any of the top three, or, if they've got a scathingly brilliant idea for one of the other top 10, let them use one of those as well. You never know; given the right design, even what seemed a pretty good tagline before could make the best one.
