The JLA have a Flash too so it's only obvious they'll occupy each other. And Donna and Starfire can be put down by Diana or Superman alone but on there together makes it worst much worst. Then you realize Hal is there and you start to feel bad for the Titans.

Raven has a cosmic plot device power and some nasty empathic abilities but she isn't a Phoenix rival. Don't know where that came from.

Tempest is one of the most powerful DC heroes there are, he can freeze all of them in an instant, optic blast, or do magic

If they are in current versions everyone here has experience. Tempest and Raven are the power, Flash (Wally) is the fastest man on both teams. I dont know anything about Trioa and Starfire, but the rest of team is dead. These guys though should be able to hold there one.
