I agree with the other people mentioned, but Adam Warlock is also a definite candidate for the master manipulator title. Considering that he, after all, isn't superhuman in terms of intelligence or anything, he's a damn good manipulator.

Well, Loki was able to gather together ALL the other manipulative, villainous, bad guys in the MU, and had them jumping through hoops during the Acts of Vengence storyline.
And, they didn't even know they were ALL working for Loki. He kept his identity secret until the end.
That is pretty impressive.

Off the top of my head he's manipulated...

Surfer(he actually got techincal control of Surfer soul a time or 2)
Loki and the rest of the Asgardians(and ended up with Loki's soul)

And Thanos WITH the Infinity Gauntlet.

Lucifer Morningstar might have him beat(I'm not that familiar with the character), but in Marvel, Mephisto's #1.
