I hope you're joking. Red Tornado can wipe out cities in his sleep, Plastic Man has no shape shifting limits, Batman is...Batman and give Steel five minutes, he'll make a machine that'll turn enemy bullets into delicous sandwhiches out of a rubber band and a toaster.
Please a normal bullet takes out Batman and the same troop would take out Steel. Red Tornado and Plastic Man are both bomb fodder.

If you can HIT Batman. If you can even find him. You don't find Batman untill too late, and even then he does it on purpose to see the look on you face as he 0wn$ you with extreme prejudice.
Steel has taken minature nukes to the chest with nothing more than a 'ooh. That stung.'

During a story when a bunch of cyborg ninja things where trying to blow up some building or other. It was a minature, focused nuke. He didn't have time to disarm it, so he smothered it instead.
One thing that is being overlooked is that he is coming from the future and will have all of the knowledge that is know up to his time so that would mean everything that is to know about the JLA and what will and has happened. That is one of the most dangerous abilities that he has, using that knowledge against its opponents.
With its ability to adapt and change its construction to new challenges things that worked against them in the past don’t work the next time. Such as Kitty phasing into one and disrupting it circuitry, next time she tried, nada!
