I'm with Soujaboy, Silver Surfer is the only person I can imagine giving Flash a race.

It isn't a race. When the surfer approaches a certain speed he pretty much opens up a fold in space. Its no longer his "speed" but his ability to manipulate the power cosmic to fold reality.

From what I know of the Runner is that he his not all that fast but used the Time gem to make it appear that he was. As for SS he goes into Hyper Space to travel as fast as he does but normal speed in real space is above light speed.
