A team buster such as Despero was giving the JLA and JSA HUGE problems. He's banned.

Plus Juggernaut can't take on the whole JLA by himself.

Characters are only allowed in with their regular powers and weapons... so no "8th Day" Juggernaut, but regular Juggs is fine... also no Reed Richards with the ultimate nullifier... or Aunt May with Cosmic Powers

Really? Didn't the version of Juggy you want nearly crush Thor to death with his bear hands and take his godblast? Sounds like the JLA would need a plot device to beat someone like that.
