Xenophobia is a condition that causes fear of outsiders. Look at the roots: Zeno - Means something similar to outside. Phobia is a fear... like Arachnaphobia. You don't hate spiders, your are afraid of them.

EDIT: Ya know, I'm gonna look it up in my dictionary because I think you might be right. I know phobia means fear of though.
