If 100 is the mean for an IQ test then max is 200. This is fact. Someone could score 200 on any IQ test that has a mean score of 100.

There are no "real" IQ tests. There are generally accepted IQ tests, but there are no "real" IQ tests. The reason for this is that intelligence is difficult to define.

Binet defined intelligence as "the tendency to take and maintain a definite direction; the capacity to make adaptations for the purpose of attaining a desired end, and the power of autocriticism." Spearman defined intelligence as the ability to educe either relations or correlates. Freeman defined it as "adjustment or adaptation to his total environment," "the ability to learn," and "the ability to carry out abstract thinking." Das defined it as "the ability to plan and structure one's behavior with an end in view." Gardner defined it as the ability "to resolve genuine problems or difficulties as they are encountered." Sternberg defined it as "mental activities involved in purposive adaptation to, shaping of, and selection of real-world environments relevant to ones life."

Even with what are viewed as valid tests today there is issue with fair evaluation. If a test does not work in all circumstances does it really show intelligence? Or does it show something else that we did not realize we were measuring?
