Wolverine couldn't provide enough force that is necessary in order to completely sever Lobo's arm off. Lobo is a very durable person, heck, he takes shots from Superman and keeps on coming. Wolverine's claws possess the POTENTIAL of being able to cut through everything, however he can't provide enough force to, and that's what it really comes down to. However, if Wolverine did somehow manage to slash Lobo, the drops of blood would create clones of Lobo. Essentially making it IMPOSSIBLE for Wolverine to defeat him. Seriously, if you think that Wolverine is able to defeat Superman, just say so. That is what you are coming off as saying.
