It's Paintshop Pro 11. They have it avalable on the Signature Forum. It's only the trial version though, so you have to buy it after 30 days, or find the crack for it.

Yeah, he's one of the best for sure, but he get's really bogged down making sigs for everyone. Thats why I'm trying to get it down.
