How do I make smilies?

Apparently, you can make smilies with paint...? So how do you do it? 馃檨

If you can acquire it, Photoshop would make better smilies. Or download GIMP.

Once you have them, it's pretty simple.

Does anybody know how to make custom smileys? I have seen a lot of people use them and would like to know so I could try and make my own. I searched and nothing came up. Any help would be appreciated!

Through any art software.. Photoshop, Paintshop Pro, Gimp, MS Paint... Anything.

if you're refering to an animated one
try using ImageReady (for older versions of Photoshop) then go to windows>Animation or if your using Photoshop CS2 Just go to windows>Animation. Then you have to work on it frame by frame.
or you could try using flash. (still frame by frame) or you could learn how to use tween (makes animating a bit easier but also increases file size.
