He can join in later. I joined right before the finale to AVALAR, so it was easier for Ush to me in. He couldn't put you in for REVENGE because we were in battle when you showed interest. It's the easiest to get people in early in the game, before any action or after a little bit of action.

i see....i didn't even expect to be introduced in REVENGE.
