The question is phrased strangely, so I have a few different answers.
By power, I'm assuming you mean in terms of military strength. If you mean actual energy, yes, Canada could quickly surpass the US. Massive uranium deposits, as well as the oil wells in Alberta, give Canada a huge advantage in that regard.
If you set the benchmark as right now, then eventually, as technology progresses, indeed, Canada will have more military might.
On the other hand, if you were to compare them straight, then who can say? Yes, as time goes on it is certainly possible that Canada can match the US. Will it happen in the near future? No. Will it eventually? Maybe.

China-Russia Alliance
Ummm, an alliance isn't a Nation. All the same, neither can compare against the U.S. at the current time. Why? Because they have internal issues that are keeping them from being as strong as they could be.

You are extremely ignorant if America was truly the strongest September 11 would not have happened
If America was not the strongest, 9/11 would not have happened. 9/11 happened because our enemies are weaker. Terrorists attack in the manner they do because they don't have the capability to attack on a larger scale.
