i know - when i first saw that film a few years ago ... all i could think was 'how is it that he doesn't look bad??'

because the reason he's so hot in POTC is because he's wearing eyeliner(or kohl, whatever you want to call it). if he can pull that off looking hot, why not while wearing womens clothes?
