By no weapons, I assume you mean no GL ring? Then I'm not sure, I would say Hawkeye, but thats only because I've never seen Hal fight without a GL ring

I'd go with Clint , unlike Mr 'My ring can do anything' Clint understands he's just a guy with a skill and as such trains himself. He's human and knows he has limitations...
