The only thing that comes close to that is Battle Meditation - and that is more or less a subtle influence to strengthen the morale / efficiency of the own forces. Not a "mind control".

Didn't seem so at the Battle of Endor.

Not army, he controlled the fleet on Thrawn's destroyer or whatever it was.

No, he controlled the Imperial Fleet amassed at Endor. When he died, the lack of motivation was what caused the chaos that inevitably led to their retreat.

Furthermore, Thrawn wasn't even there.

Palpatine was able to use BM on the fleet at Endor so well that it was noted they were lost and disoriented the moment he died, hence why the DS was destroyed.
