Because when people do that it has consequences beyond their little selves.

Like those of the people around you, friends and family. Should a man with three children be allowed to destroy his life with alcohol? What about the people who are killed by other driving cars while under the influences of drugs. What about health costs? Is it fair for other to pay for the medicals bills of those plagued with self induced health problems form consuming these drugs for fun?
The easier you make it for people to get these drugs the more these things will happen.

What with the people that don't do anything like that (a.k.a. the majority) that just enjoy a srug once in a while? Why should they be denied?
