Batman could get as far as killing all the streetlevelers, and low metas by unleashing omacs.. but he would never get past the superman tier. and thats only if the superman tier lets batsy kill off their street cleaners.

Actually, Brother One was Batmans program/Satellite, the OMACs were tech stolen from Lex Luthor.

About 2.5 centimetres , by then his own jobber aura would have realised he's a 'badguy' now and as such took him out.
