Whilst I can't make a choice between the two brothers, in effect they did do things in the War Of The Ring
"When Halbarad rode to Aragorn's aid with the Grey Company, Elladan and Elrohir accompanied them. They followed Aragorn through the Paths of the Dead, fought with him at Pelargir, and took part in the Battle of the Pelennor Fields, where they fought with stars bound to their brows."
Found on the EoA yeah I know its not THE most reliable but its trustworthy enough.
PJ specifically said that they were supposed to be "away" in the movie - hence they are not there.
Essentially, they are (?identical) twins, both of whom essentially have the same name, (cf. Letters). They did ride with the D煤nedain to Erech, but I'm not sure of much mention of them in LR until when they accompany Arwen to Gondor.
They were pretty surely identical. "So much alike were they, the sons of Elrond, that few could tell them apart: dark-haired, grey-eyed, and their faces elven-fair, clad alike in bright mail beneath cloaks of silver-grey."

That is one of the few things written about them in the books... oh, and Halbarad said they were 'desiring to go to war'. 馃槕
I have a picture of the smiths of Narsil in the movie... they *do* look quite alike there 馃槃 And I actually like the idea of the twins reforging the sword 馃檪
