Actually he's gone several thousand times faster than light. He travels throught time regularly. In order to do that you have be breaking lightspeed as if it were your walking speed.

Wally's "cruising" speed is around 50% the speed of light. He has no limits to his speed. His connection to the Speed Force makes it so.
