Firestorm has matter manipulation but maybe Firelord could pull that off too. dont' know the extent of his comic powers beyond speed, flight, stamina, insane fire, and some other stuff. Light Ray is herald LvL or more.

Firelord isn't an impressive Herald, and his teammate is the weakest of all 4, at both of the DC combatants are up in the herald range easily.
