Only .63 cents for killing the dog? That's a bit low. I can understand killing the dogs in case of an outbreak. But offering little money is not really fair for the owners. I just know this story will make the Western world offended. We practically love dogs. Countries in which dogs get mistreated will always be label as shitty by the west.
