So, how is a new government different from a new government?

One is a government of the whole World, the other is the government of a country...

Which one translate to country, the word age?!

New Order of Ages = This means, that America would be a new order, and a powerful and important one, the use of the word ages shows its importance.

You associated the word order with America. yet in the second definition order miraculously translates to government, instead of nitpicking try sticking to the definition.

The correct translation:

New world Order= New World Government

New Order of Ages= New age government

One interesting thing that I found when I looked up the word "Seclorum" is that it has several possible translations. Among them are secular; temporal; earthly & worldly affairs. After searching for a specific definition on the word "Secular" I found this: The condition of not being specifically religious.
This is interesting in light of the fact that in order to become a Freemason one must profess a belief in God - but it doesn't matter what religion (and a majority of the founder fathers were Freemasons)

Before the constitution existed there were the "Articles of Confederation". Here is a direct quote from the FIRST paragraph:

"Whereas we all came into these parts of America with one and the same end and aim, namely, to advance the Kingdom of our Lord Jesus Christ and to enjoy the liberties of the Gospel in purity with peace"

And from the Constitution (The FIRST Amendment):

"Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof"

And the FIRST Article of Andersons Constitution which governs conduct within all Masonic lodges:

The number one is significant numerologically because it represents new beginings; independence; originality and individuality. And thus it is on the one dollar bill that we find the words "Novus Ordo Seclorum" along with an image that symbolises God in a very generic form (making it available to all religious interpretations): The All Seeing Eye - AKA "The Eye Of Providence".
