OK I can understand how you might not consider Nomi or Ulic to be great (they are by the way) but how can you doubt Odan-Urr?

Because he was an old geezer with 1 known technique which he couldn't even perform after a thousand years. Yea, the fish is powerful.

What do his teachings have to do with considerable power? Where did he make a difference? I only know of his force blocking technique which he used only during the Hyperspace War. You're talking accomplishments while we are talking power. Odan Urr isn't up there.

If you're talking about greatness as in actual accomplishments, then yes, he might be on that list. Though I doubt it.
Now, if you're talking about strenth in lightsaber fighiting, Force ability, and such, then he doesn't make the list.
All we know about Odan is that he lived for a live time, had visions, trained Jedi in a time, and was a librarian. Assisted in the destruction of Sadow's army. And he fought Massassi on Kirrek.

I have ranked these Jedi considering all these 3 things:
1) Power
2) Accomplishments
3) Saber Skills
Revan is very good in both 1st and 3rd sectors and his accomplishments are especially among the most note-worthy in Star Wars Saga.
About Yoda:
Yoda is also very good in both 1st and 3rd sector but his accomplishments are not on par with that of Revan. But still I have given Yoda a note-worthy place.
About Ragnos:
Ragnos is noted for his victory against Simus. But Simus is not as powerful as the ones mentioned here. Also he only had one rival "Naga Sadow", who is also not as powerful as the ones mentioned in my list.
Ragnos scores well in 1st sector though. His achievements are moderate at best because he never faced any noticeable challenges but he is unknown in 3rd sector.
About Exar Kun:
Exar Kun scores well in 1st and 2nd sector but his achievements are moderate. His rule was ended on a single planet "Yavin 4" by the Republic forces.
