It's not inconceivable for Strange to at the very least stalemate the guy.
I know how impressive Spectre's feats are, and I most definitely know how impressive Strange's feats are. Spectre's feats are constantly high and Strange's are up-and-down but a majority are just as high and sometimes higher with prep. So, it's not so far off to compare the two ESPECIALLY if you let Strange have his feats as literal power.
No one sane thinks Strange can stand up to LM. It is possible to make a case that says he canstand up to Spectre.
Case in point:
Strange is said to have enough power to "shape or shake a universe".
Strange can and has used Eternity's power.
Strange can and has stolen infinite power by force...with a single word.
Strange has stolen power from multiple beings at once turning himself into an Abstract being. And in doing so, he was said to be able to destroy a galaxy just by being near it.
Strange has acess to an infinite resource of power with what is called "The God Head".
The power to do whatever he wants, literally.
They aren't that far apart in power.

A rogue Spectre isn't powerful enough to pull off something like snapping his fingers. Otherwise, he'd have done it to SHAZAM or Black Alice or Cap Marvel.

I've seen Stranger pull nothing off that Strange couldn't with some prep. Same with SHAZAM.

He turned off BA's power after she gave it back to him. He was powerless before.
A rogue hostless Spectre is as poweful as prettu hungry Galactus, the only difference is Strange has more experience with magical foes.
Plus, imagine what the images of ikkon would do to spectre. It's like Ghost Rider's stare but more powerful. Strange could literally make Spectre feel all the pain and fear of every one he's ever killed all at once.
That's a lotta pain.
