Well, here's my tentative first try. While I was adding stats to begin with, I realised I wasn't sure what exactly Intelligence does, bar that is it 'generally useful'.

Hacking is Intelligence + Computers, judging the best place to sneak into somewhere is Intelligence + Intrusion, navigating in the real world is Intelligence + Sewer System... and so on.

Ush, I just noticed something about the Natural All-Rounder role... lost the strength boost? Hawk will suck at swordiness if that's true.

Only specialists gets automatic stat boosts!

To answer your question, yes. And if there is any area of character creation that falls into the 10% 'less certain' bracket, it is probably boosts.

what about XP this time ush, you could give it in the way of freebie points (tho that would be a lot)

And allow the freebie points to be used on anything. Including combat skills.
