Black Flash should be faster than the Runner for the same reason Flash should be faster than the Silver Surfer...
Flash (any version) is an avatar of speed, an embodiment of the speedforce. By definition, this means he can potentially be the fastest thing there is, literally as fast as fast can be. Potentially.
Black Flash is so fast he can catch other Flashes? Black Flash is higher up on the speedforce continuum. I don't know if that is enough to catch the Runner. But the Runner is not the essence of speed (AFAIK).

Fur-shurr, just like Flash and Surfer. My point is that, while Flash can be described as the embodiment of speed, the Runner is an embodiment of a more generalized power which enables speed, but it is not Pure Speed, like the Speedforce.

Last I remember, Runner or the other Elders weren't immortal, they just aged very slowly.
And Runner wasn't that fast, his gem folded time/space to make it look like he's that fast.
