Ellipses can be grammatical errors. A sentence forms a complete thought. If context of previous discussion has to be applied in order for the sentence to form a complete thought, then it is a phrase, not a thought. Now, this isn't to mean a pronoun automatically qualifies a statement, in some circumstances, as a phrase. That is different. (As you can see, that last sentence was an example of what I was "saying".)
The three items required to make a sentence are: a noun, a verb, and a complete thought.
