On any thread, before you click quote/reply/ etc. It's at the bottom where you type your message, on the left. It's called "custom smilies'.

I had to look long and hard for it as well.

That link has the link to the real page...as she clearly found out. That's what I was uh doin'. I don't know of a way, other than that link, to get to the page.
