Put the image in MS paint with a simple copy past feature or just open the image straight up in MS Paint.
CTRL+A to highlight the entire image.
Right click the image then left click on the option "Stretch/Skew" and change each axis percentage to something less that 100%.
Think of anything greater than 100 as being something that makes the axis ratio greater than 1...and this value also makes that image larger based on that ratio. Example: If your image is 1000 pixels by 1000 pixels, if you change the X axis value to 150, you will multiply the X axis by 1.5 and end up with an image that is 1500 by 1000 pixels.
I changed each axis ratio to a value of 50...which makes the contain a quarter of the number of pixels:
