No, he wasn't written as fast enough. He IS fast enough, the writer just wrote him off as slow idiot. Namor doesn't fight like he fought in that comic in most of his showings. Any of this getting through your thick adamantium skull? And honestly...CAPS LOCK...the mark of frustration and inability to defend yourself with coherent sentences...Its this easy to get you to the edge? What it's been, like twenty minutes?
Let me put it again. Use magnifying glass and an dictionary, it probably helps.
Namor has speed feats that show that he is fast enough to dodge Wolverine.
He's done stuff like dodge invisible attacks going with the speed of sound, catched missiles that go more then twice the speed of sound, jumped from meteor to meteor, and meteors go more then fifty times of speed of sound, hes carved an statue in a second, dodged bullets while doing something else, dodged lasers while being weak to the point of fainting, etc. He's done feats like this for the most of his career.
But,
The writer did not write him to be at those speeds. Why? Because Wolverine needed to have a chance. If Namor was fighting with his full speed, full fighting techniques, and not holding back his strength, the fight would have been over in a second.
Why didn't he? Because Marvel needs to sell comic books. If Namor would have defeated Wolverine in a second (Like an all-out Namor would have) little fanboys would not buy Wolverine anymore. The word would spread around, and Wolverine would sell bad.
So, in order to have Wolverine last the fight, our brave (and I mean stupid) writer had Namor use 0.002 percent of his speed and 0.00004 percent of his brain capacity. Because then Logan would have a chance.
So, to put short...
Namor did not use his full speed or fighting skills in that fight. If he would have, he would have dodged Logan. Because Namor is fast enough to do that. He is written with those speeds majority of his career. But in this fight he was not. Thus, when a character is portrayed weaker then he has been before, it is PIS.
Like the whole Wolverine growing his eye in four years incident. Majority of the time, he needs far less time. So, if Wolverine was written like that, it would be PIS.

And I don't say that it didn't happen. He owned Namor, yes, but he only owned Namor who fought like an idiot and didn't use 99% of his capablities. He didn't own Namor who fights smart. It's the same as I would own Muhammed Ali...when he is in the hospital, in coma. It's the same as I'd shoot powerless Wolverine who is tied in chair. Did I own him? Yes. Did I own Wolverine who is like he normally is? NO.

Wolverine has only ever had superiority over Cyclops ONCE... in ultimate x-men... and not long after, cyclops put him down with one blast...
he beat cyclops h2h in ultimate, in uncanny i dont remember the issue its when they were fighting in the danger room and wolverine cut him, listen i say cyclops is a great fighter, but wolverine got the skills over him and ofcourse healing factor, if wolverine comes close to cyclops he kills him, but cyclops cant kill him
