Until local governments become more effective political tools, gangs offer people things that many can't get elsewhere.

Same principles as militant exremist groups in impoverished nations.

Gangs aren't particuarly problamatic in Australia. The only real common ones are grafiti gangs, and they don't hurt anyone except when they get run over by trains.

ANd that really hurts the trains.

I seriously doubt that anybody who comes online is a gangbanger. Gangbangers are supposed to be outside shooting people and selling drugs, not sitting at a computer chatting away.
