It’s a bracket that’s designed to pull the pumps out of wells. The well pipe slides in the slot and the couplings rest on the bracket so it can be pulled up by the truck.

There's a boom on pump trucks that extends about 30' up over the well casing and it's got a winch and cable that drops down and hooks to the hole in the bracket.
