Whether Exitar is above Cyttorak is moot when faced with the fact that even lower celestials can remove skyfather level mystical forces, curses, etc effortlessly as in 'Twillight of the Gods'. I mean even lowly thor (whose mystic power is below odin's) can remove Juggs enchantment. Exitar would do it even easier.
