What is 20%? What percentage is G at normal power? What percentage is he when extremely hungry?
I'll answer based on this: Eternity has stated that that a full powered Galactus is "as myself". Uatu has stated that a fully powered Galactus could destroy "the entire universe".
Think about that for a minute..The entire universe.
So based on his showings I'd say a normal powered Galactus is around 10-15% at most whereas a very hungry Galactus, the kind that has trouble with the likes of Thor, is less than 1%.
At 20% Galactus one-shots Thanos and kills him instantly.

A nearly fully fed galactus got knocked on his ass by thanos (G had no idea thanos was going to do this) and then was actually momentarily held back by Thanos's shield.
When Galactus ran away screaming from Thor he was not starving ... he was just getting his butt whipped ... as usual. Galactus is nothing.
There are a ton of beings in the mu who can destroy the universe and unlike Galactus, they don't need to build machines to help them do it.

Even a Fully fed Galactus is NOTHING to a Full Powered Galactus.
Fully fed Galactus has the energy stores of a red giant Star (Sun)
